Wu Ya introduced that the "Notice of the Office of the Shangqiu Municipal People's Government on Printing and Distributing the Implementation Plan for the Prevention and Control of Air Pollution in Shangqiu City in 2018" clearly requires that on the basis of the completion of the demolition and renovation of coal-fired boilers of 10 steam tons per hour and below in the city, gradually expand the coal-fired boilers. Coal boiler dismantling and clean energy transformation scope, guide and encourage the elimination of medium-sized coal-fired boilers. Before the end of 2020, coal-fired boilers with a capacity of 35 tons per hour and below will be basically eliminated within the urban planning area. Elimination methods mainly include demolition, central heating replacement, coal-to-gas, coal-to-electricity, wind energy, solar energy, and biomass energy equipped with bag filter, excluding clean briquette, coal-water slurry, anthracite, semi-coal , green coke, crude oil, etc. To dismantle coal-fired boilers, the chimney must be dismantled or the flue must be physically cut off, which does not meet the conditions for resumption of production. In the process of switching to natural gas, coal-fired boilers must simultaneously realize low-nitrogen transformation.

The city implements a year-by-year decreasing fund reward method. For coal-fired boilers that have been demolished and rebuilt before the end of October 2018, 60,000 yuan/ton of steam will be rewarded; for coal-fired boilers that have been demolished and rebuilt before the end of October 2019, A fund of 40,000 yuan/ton of steam will be given as a subsidy; no financial subsidy will be given to coal-fired boilers that have been demolished and modified before the end of October 2020. It is strictly forbidden to use the closed or phased out waste coal-fired boilers to obtain state funds.
