The AQSIQ informed that on March 12, after receiving complaints from consumers about the quality problems of Hewlett-Packard's laptops, the AQSIQ attached great importance to it and immediately formed an investigation team to carry out related investigations.
After investigation, Hewlett-Packard admitted that some laptops sold in mainland China had quality problems: First, some HP laptops had graphics card quality problems. The laptops in question involve HP Pavilion
For many models including DV2000 and Compaq Presario v3000 series, the main forms of failure are black screen, crash, overheating and no wireless network detected. The second is the quality of some HP laptop display screens. The problematic notebook computer includes 6 models including HP 541, and the main form of failure is the bright line of the display screen (splash screen). The investigation also found that Hewlett-Packard did not strictly follow the "Regulations on Responsibility for Microcomputer Commodity Repair, Replacement and Return", that is, the relevant requirements of the "Three Guarantees" for microcomputers to resolve consumer complaints.
The General Administration of Quality Supervision, Inspection and Quarantine has ordered Hewlett-Packard to strictly follow the requirements of relevant Chinese laws and regulations, and in an honest and responsible attitude to consumers, strictly implement the "Regulations on Responsibility for Repair, Replacement and Return of Microcomputer Commodities", make commitments to consumers, improve after-sales service, and be responsible Solve the quality problems of some notebook computers effectively, and satisfy the majority of consumers.
The General Administration of Quality Supervision, Inspection and Quarantine has notified the Ministry of Industry and Information Technology and the State Administration for Industry and Commerce of the investigation. The three departments will pay close attention to the progress of the incident and take timely measures to supervise Hewlett-Packard's implementation of the "Three Guarantees" regulations and safeguard the legitimate rights and interests of consumers in our country.
According to the "Regulations on Responsibility for Repair, Replacement and Return of Microcomputer Commodities", within the validity period of the three guarantees for the whole machine, if the microcomputer mainframe and peripheral products have performance failures listed in this regulation, consumers can choose to exchange or repair them. When a consumer requests a replacement, the seller shall be responsible for replacing the consumer with a product of the same model and specification; when the production of a product of the same model and specification ceases, the seller shall replace it with a product of the same brand whose performance is not inferior to that of the original product.
